So now a PC nervous referee does not want to get his feet wet.  Scotland played Japan years ago in Hiroshima  in far worse conditions.  I was there.

The keeper was wringing out his gloves every five minutes!  It was an international and could not be cancelled.  

The Toyota Cup was played in Tokyo once  on a foot of snow with 60 tons of sand to steady the under footing.  Both sides compensated by keeping the ball in the air.  

They are professionals, and it is the same for both sides.  What injury can you receive falling in a puddle?  

Fog, ice, and terrorists are serious hazards. Mud? No! This could be costly later on. Most of our Scottish referees need a visit to "Specsavers."

Now they need confidence counseling as well!

Sad days.
